Request for Proposals 12-6-16

The Verdant Group Consulting is seeking qualified independent contractors to provide professional research, technical writing and review to produce case studies and policy profiles for the Northwest EcoBuilding Guild’s Code Innovations Database over a 9-month period, on a variety of topics in high-performance green building design, materials and technology.


The Code Innovations Database is an online resource where we publish and disseminate cutting-edge information on approved code innovations, as well as regulations, policies and incentives that are making it easier to build green with high-performance designs, materials and technology.  The target audiences are code officials in the Northwest, and architects and builders nationwide.  The Northwest EcoBuilding Guild is a 3-state regional alliance of architects, builders, contractors, suppliers and others with a Mission to transform the built environment through leadership in education for long-term sustainability.  We take a 200 year perspective on the Built Environment.  The Code Innovations Database project is managed under contract by Chris van Daalen, Principal of the Verdant Group Consulting.  The successful candidate will be a subcontractor, hired directly by Mr. van Daalen with work product deliverable to the Northwest EcoBuilding Guild.


We are looking for individuals or firms with passion for this work, and the professional motivation to learn and publish content for their own portfolios!   The job is to do case study research, gathering information from various sources such as internet research, public records information requests, and direct informant communications.  Drafting the case studies is a combination of technical writing and storytelling.  Each one undergoes a rigorous review and editing process with informants including architects, code officials and others.  Finally our work is published on the Database and cast wide through blogs, newsletters, social media and our regionwide partnership.  We need reliable people to help get this important message out there.

Proposals must be received no later than the date and time listed above.  Proposals must be submitted electronically (preferably as a pdf), sent via email to the Principal Investigator with “Case Study Researcher RFP” in the subject.  Questions shall be submitted via email.  No telephone or in-person questions will be accepted or considered.

Contract Compensation and Scope

The contract will consist of three types of work product, and be compensated as follows

  1. Prospecting Reports, $50 per completed report (est. 2-3 hours work)
  2. Research Assignments, each up to 10 specific research tasks, $150 per Assignment (est. 5-10 hrs)
  3. Completed Case Studies, up to $350 per case study (est. 15-20 hrs cumulative).

Please note that  #3 “Completed case study” also includes completion of one Prospecting Report (#1) and one Research Assignment (#2) for that study.  We currently have a budget to contract for up to 20 completed case studies.  Depending on qualifications, contractor will likely begin as a Research Assistant to produce work products 1 & 2 above.  If/when ability is demonstrated, contractor will be promoted to be a Lead Researcher, authorized to produce work product #3 which includes credit for authorship.

Desired Qualifications

The ideal candidate will have many of the following skills and capabilities:

  • Passion for the work
  • Research and technical writing skills
  • Ability to work with a professional editor, meeting deadlines and format requirements
  • Experience and familiarity with building codes, policies and regulatory systems.
  • Experience and knowledge of high performance green building design, materials and technology
  • Proficiency with Google Drive or other cloud based type software, MS Word and email client, and/or web content management with graphical user interface (e.g. Wordpress)
  • Strong research skills using internet, public records information requests and direct informant communications
  • Conducting one-on-one interviews with informants
  • Conducting iterative review & editing process with informants and code officials
  • Ability to synthesize information to produced finished written product
  • Strong organizational skills to track progress and manage time
  • Strong professional communication skills (one-on-one)
  • Must be able to work both independently and within a team environment.

Research Process

We are interested in your background and experience with work similar to our normal research

  • Obtain information through internet, public records requests and direct communications
  • Obtain, review, excerpt and prepare supporting documentation to be appended to product
  • Obtain permission to use photos, images, designs etc.
  • Prepare draft written product in conformance with Annotated Case Study Format Template in Microsoft word or Google document
  • Conduct iterative review of draft written product by Principal Investigator to achieve final draft
  • Perform checklist review of written product for SEO optimization
  • Facilitate informant review process to refine / revise final draft prior to publishing
  • Once approved to be published, input / upload content to web-based graphical user interface
  • Write and publish short engaging blog posts about new or upcoming case studies
  • Disseminate published content through promotion to relevant online, broadcast or print media and/or events
  • Track time and submit invoices for payment based on work completed
  • Gather / provide receipts and invoices for pre-approved reimbursable expenses


Proposal Format and Evaluation Criteria

Proposals will be 8 ½” x 11” document size, and not exceed 5 pages including cover letter, plus up to 10 pages of attachments (e.g. resume, writing samples). All proposals must include the following information:

A. Cover Letter

The cover letter should include the key highlights and distinguishing points of the proposal, signed by the proposer, and include the proposer’s full name and full contact info.

B. Qualifications Statement.

Please describe your background, experience and technical proficiency in relation to the list of desired qualifications above.  Include Resume (as attachment) and/or a Professional Biography that clearly highlights your (and/or firm’s) experience & qualifications for this position.  Describe your experience working on a project similar or analogous to our research process described above.

It is okay if you only have some of the desired qualifications and proficiencies, we will look for as many as possible and a willingness to learn. While previous experience with sustainable design, construction and permitting is important, we will balance that with your background in academic and technical research and writing. Provide up to 3 examples as attachments that illustrate your relevant ability and previous experience.

C. Contract Schedule and Budget:

Describe your schedule availability in the period January – September 2017.

Set a goal for the number of case studies and/or other work products you plan to complete, and use that to price your proposal (i.e. #case studies x $350 or less).  Include at least five prospecting reports (5@$50=$250 or less) and two research assignments (2@$150=$300 or less) in addition to the number of complete case studies you plan to produce.

  • Modify the RFP at any time prior to the proposal due date by issuance of a written addendum posted under the job posting on the Guild’s website (;
  • Cancel, delay, or suspend this solicitation if in the best interest of the Guild community;
  • Reject any or all proposals, in whole or in part, if in the best interest of the Guild community.
  • Require any clarification needed in order to understand the proposer’s approach.
